Mrs. Kathleen Hines, a native of Washington D.C., is the Founder, President and CEO of Educare Resource Center, Inc. Under her leadership, Educare has been able to provide valuable information, awareness, and supportive housing services to the community. In 2005, she realized the economic conditions caused by recession and escalating wars around the world placed an unusually high burden on military veterans and families in the areas of housing, employment, skills development; and community familiarization with assistance for returning veterans.
In 2005, after 20 years of government service, 15 of which were spent with the Federal Deposit Insurance Corporation, Mrs. Hines left the FDIC to pursue her desire of becoming an entrepreneur and created Hines House Assisted Living, LLC. After operating an Assisted Living Facility in Prince Georges County for 8 years, she felt a need for residents to be provided with more affordable options necessary to assist underserved populations reach their full potential and soon Mrs. Hines created Educare Recource Center, Inc.
Tiana is a 2016 graduate of Frostburg State University, receiving a Bachelor of Science in Mass Communication and Marketing, and is currently pursuing a Master’s degree in Public Relations. The daughter of four proud parents, including an Airman and a public high school teacher, Tiana had it engrained in her early the importance of community and doing what you can to make the community better.
Tiana plans to apply her skills and knowledge to help Educare grow and become more visible in the community.

As Educare Resource Center’s Chief Financial Officer, Mr. Hines has more than 28 years of work experience as project manager/consultant providing support in systems design, engineering, integration, implementation and project management, budgeting, technical requirements analysis, acquisition support, schedule development, project monitoring and project control.
Mr. Hines has a demonstrated history of technical and managerial expertise as project manager/leader on numerous projects spanning twenty five plus years. Exceptionally skilled at analyzing and defining project requirements, creating work breakdown structures and developing project schedules and implementation plans to execute the work.
